Don't think so. I checked back through soft-copy documentation and
found the VRM310 ILE Concepts Manual (SC41-3606-00) and it shows all
four ILE languages (C, CL, RPG/400, and COBOL/400). Odd thing is that
the manual has a 00 suffix indicating it is the first version but it
contains change bars. I recall that IBM renumbered many manuals at
Version 3 so this is probably the Version 2 manual renumbered and
updated.
I also found the CL Reference (SC41-3722-00) which shows the following
commands as new in VRM310:
CALLPRC Call Procedure
CRTBNDCL Create Bound CL Program
CRTCLMOD Create CL Module
All these commands are change flagged indicating the documentation for
them is new with VRM310.
Interestingly the COPYRIGHT command seems to be omitted and not
documented until VRM320/VRM370. Whether it was actually present in
VRM310/VRM360 I cannot say.
I don't have soft-copy documentation for VRM230 and only a few
hard-copy manuals so I have no evidence that ILE CL existed other than
my recollection that I used it on VRM230. The information above
suggests my recall is in error.

I also found a hard copy of the VRM230 CL Programmer's Guide and it has
no mention of the ILE component so presuming the documentation was
current then this appears to be true and ILE CL didn't arrive until
VRM310.
