There appear to be two problems.

First, MVLICOPT was not made available for the OPM environment even though 
the documentation suggests it is.

Second, MVLICOPT for the ILE environment has a problem in that the 
Materialize option has never worked.

Do you have a business need for this instruction to work?  The intended 
users of the instruction obviously never used it (as it never worked...) 
and the need for it (from them) no longer exists.  Our thinking is to 
remove the option rather than fix what no one has ever used or needed.
