Sure enough...created a dummy program and the error goes away. But that still doesn't explain it. So I dug some more with the help of a colleague who was around during the initial JDE implementation and we just found a reference to the deleted program buried in a JDE file that was being used during the initial signon. Even though it wasn't obvious, it appears this program was setup to be called for each signon.
