I don't recall where I found a copy of it, but the utility was
distributed with a non-observable version of CRTIRSPC.  This is a MI
program that creates the user space.  So out of the box, it won't work
on RISC systems.

The source is provided, but to recompile the MI program you either need
another MI compiler or setup the 2 alternate programs as follows.

There should be source members called CRTIRPGMXX and QPRUSRPXX. Compile
and rename them CRTIRPGM and QPRUSRP respectively.  This bypasses the
CRTIRSPC program and CRTIRPGM will work without a user space (uses an array)

Now compile CRTIRSPC with CRTIRPGM.  The orginal CRTIRPGM and QPRUSRP
programs can be used again.  The user space version will handle larger
programs than the array version.
