My knowledge of RPG is minimal (this is by choice, I don't want my language minestrone to get any thicker) but my RPG speaking friends must surely be able to tell me if I need to pass one parameter or 45 (as in this case). And if the guys here are in any way representative of the RPG community, that is the ONLY true language.

I don't blame them entirely, there were clues to my failing call:

1) DML910 *FILE A550AP PF Parameter data structure fo

2)  EVAL DM_910 : X 128 with a bunch of blanks (correct parameter content) followed by addresses: ergo the 1st arg was OK.

but I managed to ignore them.

It is very interesting what you mention about the code mnemonics, I would change a few immediately as to not have to go back to the reference all the time.
Too bad I don't have access to those old S/38 MI manuals you mention; we used to have museum quality S/36 stuff around but all that is gone now.
