If this system has these values at a different location from another  
supposedly the same (at least as far as LIC, OS and PTF level) then  
there must be another field value that is the trigger for this  
change. I wish I had access to a system exhibiting this behaviour.

What you see here is likely:
	00008000 00000000 2837CDE8 7D00193F	Pointer to QWCBT00
	00FF8F00				Last available entry in this table
	00FF9F00				Size of this table
	0001					Number of this table

I wonder if there is a 'version' flag or something in this object?

Maybe the fact that the data at x'0000' in the QWCBTnn space is all  
hex zeroes IS the flag that the real data is at X'1000' instead?
