As far as I know, QPRCRTPG is always available.

There are a number of wrappers, preprocessors and so on that you can find on
the 'net as an interface to this program.  Frankly, though, I'm hard pressed
to know how you might make use of this information if you haven't a terminal
and cannot determine if there is an OS installed.
