Basically, what you need is a front-end for the QPRCRTPG API. The V2R3 
API manual included sample source for one written in PL/I (!!!), and 
during a brief time when we had a beta-test PL/I compiler installed, I 
wrote an enhanced version of it that we still use here at Touchtone. The 
one in the current API manual is mixed-language, and not as elegant as 
the old PL/I front-end, but neither does it require anything more exotic 
than RPG or CL, as I recall.

Before I wrote our QPRCRTPG front-end (I call it CRTMIPGM), we used 
something called CRTIRPPGM, that was already discontinued, unsupported, 
and deprecated by the time I was hired.
