  Yes, I've used a similar technique using the WAITRCD on an 
OVRDSPF.  The user can change the "refresh" interval and turn off / 
on the refresh.

  Since it's a splash screen, as opposed to a loaded subfile, it 
should be fairly straightforward to implement.
