38501 on first HTTP_POST_VERBOSE

We have an SQLRPGLE program that's calling QSYS2.HTTP_POST_VERBOSE().  The
first call within a job always fails with SQLSTATE 38501.  Subsequent calls
always work.  All inputs are the same.

How do we find the cause and fix this?
