When I view the hex for retDecoded it contains the proper UTF8 data, but the char representation is unprintable characters since the system thinks it's *JOB CCSID. If I add local_retDecoded identical to retDecoded, then I'll have two *JOB CCSID variables that actually contain UTF8.
