New QC-- release

Folks,

I'm pleased to announce that, thanks mostly to the hard work of Joao Dias,
we've just released a new Quick C-- compiler.  This compiler has a brand-new
representation of control-flow graphs, which I hope will provide a foundation
for much improved code to come.  I hope I have not introduced any new
bugs, but if I have, please send reports to the usual place (which I
will not identify here for fear of spam; the address is in the release notes).
