Algol 68, as defined by the Revised Report, but without formats.  
Possibly implementing the Bekic proposal (stack on the heap, no scope 
checking) -- but this depends on the constraints the back end places on 
me.

It's not an easy decision.  LLVM is very C-ish, and makes procedure 
environments and goto's out of procedures rather awkward.
