[C--] Backend.dummy

Hi all,

I'm wondering what is actually done in Backend.dummy.  It actually 
builds cfg from c-- code, doesn't it. The doc says it's a fictional 
target and used for debugging.  Can I make it emit c-- code?  Each 
Backend defines a sequence of phases, does each phase rewrite part of 
the same data structure  (cfg?) .
