If there are no other development branches around, it would suffice to 
check in the distribution itself.   I've checked my copy of qc-- into 
the monotone revision-control system, but that's what I do anyway for 
any project just to maintain a vendor/local distinction.

I'm likely to be involved with C-- for a while since I'm using it 
in my Algol 68 compiler, I'd like to include qc-- with my Algol 68 
repository at http://mtn-host.prjek.net/

Are there any problems with this?
