There are a wide variety of languages that would be suitable for the
techniques he describes, Appendix A of this paper gives the
specification for the specific forth-derived one used for his
implementation of the OOPS (optimal ordered problem solver), which
should also be usable for the adaptive levin search referenced in your
link above.
