Hello,

If your program have to convert existing files, the easiest tool to use 
is XNView (http://www.xnview.com). It is a freeware program that can 
view, save and convert a lot of image types.
It can convert several files at a time (batch mode for NConvert).
It is based on the GFL SDK (non comercial licence), you may use this 
library inside programs written in Delphi as well as written in C++ 
(header files are written for many languages).
