monitoring soundcard playback

 Can anyone tell me how to monitor sound played on a
sound-card ? I don't want to grab sound, just measure
it and diplay it in vu-meter style.

 I'm sure there are articles which describe this,
most likely using regular DirectSound API, but i
don't know how to find them.
