  I'm tinkering with RAS and while googling for the "WINVER >= 0x401"
ALL references pointed to RAS, no other header file uses this.

I've found a number of sources that show how to use RAS, both in
C/C++ and Delphi. One of them contains RAS-related .h files
translated into Delphi, but since i'm trying to make a
version-independent executable, i'm creating 3 different record
types.

Each record is used relative to detected version of windows
(i'm typecasting it as needed and call the same function).

As for the functions, i'll use runtime DLL loading and then get
required function pointers. This will help me use RNAPH.DLL
that contains RAS management functions missing in Win95/98
(please correct me if i'm wrong).
