BDS 2006 installation problem

Can't install JCL on BDS 2006. Says dcc32.exe can not be found. In 
fact BDS 2006 (Delphi for Win32) does not contain dcc32.exe. I'm 
wondered that no one reported that issue before (I've surfed internet 
for more then 5 hours today and find NO information about that). 
Either no one uses BDS 2006 or Jedi ;)
