Cross-platform development

Hi,
 
I'm gonna use linux and extend my cross-platform development knowledge.
But what's the best C/C++ compiler under Linux ?
Is there any common IDE that runs under both Win and Linux?
and how about the Unix? how different are Linux and Unix?
is this hard to port codes from Linux to Unix?
 
and the most important question, what's the best way to write a cross-platform C/C++ code? Is this writting in MSVC++ under Win32 and then porting it to a Linux/Unix compiler? or any other mthods?
 
What web-sites provide free tools and applications or compilers for Linux and/or Unix?
I also need more information online about the systems and their open-source...
