Files permissions and owner in Kylix

Friends

when a user creates a text file in Kylix, gets its own and permissions,
right? Well. When another user tries to make a new version of this file,
gets the msg error that means that "cannot overwrite a file that it's
not yours".

How can I deal with this problem? Making a rotine that rearrange the
permissions and owners after each file creation? Or I can set previously
(by Kylix or by linux) the permissions and owners of directories and
files?
