kylix3 soap demo on cobalt raq3 device

Trying to use out of the box InteropService soap provider example on my
cobalt raq3 running rh6.2+ which is adequate for regular kylix cgi etc. and
get the error below:

what are the dependencies for webmodule that I may be missing and require
installed?
