I'm experiencing exactly the same problems trying to compile freeclx
dbControls package under Kylix3 OE BCB. Have you managed to solve this
issue?  
While struggling to make this work I found out that dummy procedure
calling QT runtime in a .pas unit compiles&links successfully in a
Kylix3 C++ APPLICATION project but won`t link in a Kylix3 C++ PACKAGE
project. Packages have "build with runtime packages" project option
set and fixed. Surprise, surprise, when I enabled this option in an
application project "[Linker Error] unresolved..." messages started
popping up all over the place. 
I've posted this question in Borlands` usenet group and have been
actively ignored so far. Similar questions have been posted as well
and remained unanswered. 
It's possible that I overlooked some important info on this problem
but I've been searching far and wide both in docs and over the net and
came up with nothing.   
Based on other comments in different groups it seems like Kylix3 BCB
is simply an immature product and shouldn't have been released even as
a Beta version. Mindblowing stuff from Borland again and again...
