Need some help guys with Time

How to get to work in kylix like in delphi for

QueryPerformanceCounter(cas1);

...

QueryPerformanceCounter(cas2);

..

cas := (cas2 - cas1) / frequency;

because this doesn't work

cas1 := Time
....

cas2:= Time

cas := 1000*(cas2-cas1);

doesn't work and also how guys how can I change FloatToStr to use like in Delphi FloatToStrF(cas,ffNumber, 12, 12) in Kylix?
