If you download the libc source the documentation comes with it, but for a 
quick lookup you could possibly try:

http://www.redhat.com/docs/manuals/gnupro/GNUPro-Toolkit-98r2/4_libs/a_GNUPro_C_Library/libc.html

Most, by no means all, of libc's functionality should be available in some 
form or another as standard borland pascal however.
