Which component are you using to run cgis ?

If you are using WebBroker, I suggest that you use just WebModules and 
not Datamodules.

Probably, there are some runtime error during the datamodule creation 
that Web Broker could not catch and respond on a HTTP manner. Try to put 
an Application.OnException on your application in order to catch the error.

Another option is to try webprovider: it has a better error control than 
Borland WebBroker. Try it at www.jsk.com.br/download/webprovider.tgz
