I've once asked about this problem.but no one answer me..well its okay..
I just want to shared my experience with you guys..maybe it can be
useful to you 
I change my connection to ado and using ado component not using bde. but
still the problem exist
So I tried to download Jet40SP7_9xNT.exe and mdac_typ_V.2.7.exe from
Microsoft website.and I installed it in user computer which is using
windows 98
And the problem solved.my application work find..

I have a problem changing bde connection from dbf to excel in win98, 
I developed my application in winxp professional and the changing work
find (I can load my data from excel to my application). But when I was
implementing in Win98 the connection won't open.
(The Data From Excel Can't be Read).

I have tried to copy the ODBCJT32.DLL from xp to 98 and it still won't
work. I thought because it need the new driver from xp for the odbc
