TWebBrowser - links don't work...

If I stream a document into WebBrowser, the links on it don't work.

I suspect this is becase the WebBrowser doesn't actually care about whats
displayed on screen, but keeps trying to link to the original source doc.

Is there any way to get links to work on a streamed document?

All this is local - I am making a report engine....
I have a HTML template file. 
I have a page producer.
I have a webBrowser for display (again, if someone can recommend a with
source, free but very simple HTML viewer I am desperate - even one with
LOOOTS of bugs will be good - I'll fix them)

Template goes into page producer, and output is sent to the webbrowser.

I can't just load the template into the WebBrowser, because I need the
Pageproducer to modify it (fill in the blanks etc).

I am trying to avoid using a temporary disk file, as this will slow the
process down, and is not really very elegant.

Again, anyone know if the D4 component THtml is available for free now that
we are on the 7th edition of Delphi?
