Delphi and PDF

I want to make an automation program that can combine between mail merge
(like in microsoft word), and pdf (adobe acrobat).
Input: Letter in pdf format.
Process: An address in the letter will be replace with other address
from table.
Output: Letter that already processed in pdf format.

I already thinking something to do this, that is like this:
First I need to copy one page from adobe acrobat as an image, then I
create an image that contain other address from table to replace an
address from the first image.
Second print an image into PDF.

The problem is the first step, how can I do that? What should I do?
Please help me.
