You are out of luck, unless such a tool exists and I never found it on the 
component repositories that I usually search.  Rave Reports was originally 
Report Printer, which was a code based report engine, in other words, you 
had to code the report in Delphi and no visual editor was available.  The 
visual report designer only came with Report Printer Pro 3.0(which is the 
previous version of RAVE Reports 4.0).

Also, QuickReports is bundled with Delphi 7 as well.  Look on the 
www.qusoft.com website for further details.
