TZF - DBF not a dBase file

I'm using some DBF files that are created by a third party application, and I can open 99% of the files. 1 file however gives me fits, not allowing me to open it with Topaz (ver 8 with D7). It's structure is supposed to be identical to another file created by the same application, and I can open that identical file, just not the first one. How can I determine what exactly the problem is?
