  [system,locators] Remove unused cache.

This cache has been disabled for a very long time and isn't
something that we want / need.

  [system,file-system] Add as specializations.

This adds specializations for creating locators from strings
for <file-system-directory-locator> and <file-system-file-locator>
so that things work as expected without NAM errors.
