  dfmc: Remove obsolete library-pack error handling

The <library-pack-not-installed> condition is no longer signalled
anywhere.

* sources/dfmc/browser-support/glue-routines.dylan
  (<library-pack-not-installed>): Remove.
  (condition-project, condition-library-pack): Remove.

* sources/dfmc/browser-support/browser-support-library.dylan
  (module dfmc-project-compilation): Remove exports of the above names.

* sources/project-manager/projects/implementation.dylan
  (project-open-compilation-context): Remove a handler for the
   <library-pack-not-installed> condition.
