  Initial mindy support for enums.

This brings over old code from long-ago melange and updates it
to fit in with our changes and things like excluding enum values.

* melange-core/c-decl-write-mindy.dylan
  (write-declaration on <enum-declaration>): Implement.
  (write-declaration on <enum-slot-declaration>): Likewise.

* tests/test.enum/expected-mindy.dylan: Update to match new code.
