Re: 2013.1 build failures, redux

Okay, I'm apparently crash-landing some changes rather than a nice clean
landing. I'm merging the C and HARP runtimes so that they can share a lot
more code than we currently do (and get some other benefits as well).

I'll see if I can reproduce this on one of my VMs and get it all cleaned up
in one more shot. My OS X builds hadn't complained about this stuff at all.
