Draft DEP— Type-Safe Limited Collect ions

Here is a DEP that should address the issues Paul Potts was having with limited collections, per my reply to him on 18 June. This is also what I intended to do during the hack-a-thon, but it really needed a DEP rather than straight-up coding.

Abstract: 

To improve type safety of collections and particularly limited collections, this DEP adds a default-fill: keyword argument to limited collection classes and a default-fill and element-type getter to all collections.
