Preparing for the 2013.2 release

In preparation for the release of Open Dylan 2013.2, I've done some of the
builds and placed them up at:

   http://opendylan.org/downloads/opendylan/2013.2/

If anyone wants to give them a try, that'd be great.  housel is going to
try to do the FreeBSD and Windows builds but if he doens't, we'll try to
get them done.

My plan is to do the release itself on December 23, 2013.

Please don't commit anything to master in the meantime unless we find a
problem that requires us to rebuild the release binaries.
