Hypothesis: using "To: e-lang@..., cap-talk@..." produces duplicate
messages, but "To: e-lang@..." and "Cc: cap-talk@..." (or vice-versa)
does not.

If this message is duplicated then the hypothesis is falsified. Sorry
for the noise.
