Back when I was thinking about installation design, the conclusion I  
had reached was that we should switch to, instead of having install  
scripts, generating a .msi installer package, which would contain the  
registry fiddling itself.

MediaWiki does not support hosting arbitrary files. Among other  
reasons, it would have the untrusted-web-content problems you are  
familiar with.
