It seems like it would reduce the noise of the more persistent  
spambots if we prohibited the creation of any page whose name starts  
with "Talk:/", which seems reasonably unlikely to be legitimate.

If MediaWiki doesn't support this well it could be done as a regex  
match on the URL in Apache, perhaps?
