The Joe-E Doc tool is available separately at the following location: https://code.google.com/p/joe-e-doc/ As Adrian surmised, it is released separately, because it is based upon GPL'ed code, and we wanted to keep GPL'ed code separate from the rest of Joe-E. (The rest of Joe-E is released under the BSD license.)
