Nothing is said about character encoding. I guess, it's
better to have a separate class(es) to convert bytes into
characters/strings using the specified encoding.

Such class imposes several restrictions on memory model,
that could be unavailable on some platforms or execution
environments. (I'm almost sure, fully-trusted Java or .NET
applets have no direct access to memory at all.)

Yes, it was a proposal. The real class is
RTS_MEMORY_MAPPED_AREA_ARRAY and alike.
