Yes. C# is like Java and C++ in this respect.

I came to realise that the language's lack of DbC gave their arguments some 
validity. I wouldn't go so far as to say it was correct, however, because I 
believe the problems caused by being "closed" to descendants are worse than 
the problems caused by being "open".
