The idea at the time was to not have library lists their dependencies via 'mount' in order to avoid double mounts with different options. Originally a 'depends' element was planned, but nothing ever grew out of it. Anyway, I also vaguely remember some discussions with regards to double mounts, but I am not sure about details anymore and especially not if the discussion was followed by someone implementing the necessary changes...
