It may be that your %INCLUDE% environment variable is not set
correctly. One thing that I usually do is to call:

call "C:\Program Files\Microsoft Visual Studio 9.0\VC\bin\VCVARS32.BAT" x86

I guess you have a similar .bat file in your installation of
Microsoft Visual Studio 2008.
