It was possible to do so when ISE was still using Ace natively.
No effort has been made to make it work with ECF. I looked at some
existing ECF files and I'm not sure I understand how it works.
Do we have to specify both lines below:

<precompile name="precompile" location="$ISE_PRECOMP\base.ecf"/>
<library name="base" location="$ISE_LIBRARY\library\base\base.ecf"/>

Some people say so. Personally I stopped using them a long
