I read no such presumption in the article, Frank. Where does he  
appear to presume this?

By the way, you are right to suggest that Meyer uses Eiffel "for  
other purposes" than compiler development. His company produces a  
whole cross-platform GUI development environment, as well as a plug- 
in to Visual Studio.
