(Because it creates duplication of work and dilutes the available talent.) The benefits of forking would have to be very large to make it worthwhile. But... The current SE approach doesn't build community, it alienates it. If someone could successfully pull it off, the way to build the community would be to unite it around an inclusive project - an open project where the SE team could develop a branch, the ECMA enthusiasts could develop a branch, and the ISE-compatibility fans could develop a branch.
