No classes in lib/base with latest snapshot

Trying to compile some code using the latest snapshot,
I got:

****** Fatal Error: Unable to load class "FIXED_ARRAY".
Line 21 column 2 in SPECIAL (/home/colin/gobo/library/kernel/spec/se/special.e):   FIXED_ARRAY [G]
   ^

Inspection showed that lib/base is empty.

I tried copying the contents of this directory from the 2.1
distribution, but it makes no difference.

Are these classes being dropped?
